Bureau for Private Postsecondary Education

The Bureau for Private Postsecondary Education (BPPE) is the successor organization to the Bureau for Private Postsecondary & Vocational Education (BPPVE), which was the successor organization to the Council for Private Postsecondary Education (CPPE).

BPPE came into being on January 1, 2010 as a result of the Governor signing AB 48 (Portantino) the previous year. AB 48 is known as the California Private Postsecondary Education Act of 2009, (CPPEA)

The BPPE is a Bureau under the Department of Consumer Affairs (DCA). What distinguishes the Bureau from a Board or a Council is that it part of the Governor’s Administration and is not an independent body such as is a Board or Council that is housed under DCA but operated by political appointees that do not report to the Governor.

CPPEA gives a large amount of authority to the BPPE to publish regulations, provide oversight and make decisions affecting licensure of private postsecondary Institutions wishing to operate in California.

The Bureau’s website www.BPPE.CA.GOV by law must list specific information on each Institution covered under the CPPEA law. BPPE has on its website a Directory of Institutions for all approved Institutions in California. Please note that a number of Regionally Accredited Institutions are exempt from CPPEA and are licensed institutions by law and are not listed in the Directory.

BPPE uses its website to publish proposed and adopted regulations, required forms and applications, notices to Institutions, information about BPPE sponsored events such as its Advisory Council meetings and other items of interest to our sector. Covered Institutions should periodically review the BPPE website and if the information listed about their Institution is not accurate, inform the BPPE via mail of the correct information.
