Summary: Expands the definition of "eligible school" established under the Assumption Program of Loans for Education by excluding the requirements that a school must serve a large population of pupils from low-income families, as designated by the Superintendent of Public Instruction, and increases from the lowest two deciles to three on the Academic Performance Index.
