Summary: Provides that a student who utilizes a Cal Grant or a Pell Grant to pay tuition at a qualifying institution is not thereby made ineligible to apply for payment from the Student Tuition Recovery Fund.

This measure has been referred to the Assembly Committee on Education is chaired by Assemblymember Joan Buchanan (D), and the Committee on Banking and Finance, chaired by Assembly Member Roger Dickinson (D). The sponsor does not serve as a member on either committee. Before this measure may be considered by the second committee of referral, it must first be reported out by the Assembly Committee on Education. Committees are not required to consider every measure referred to them.


This measure was withdrawn by the sponsor, amended and re-referred to Senate Committee on Rules. The author's amendment pertains to a student who utilizes a Cal Grant or a Pell Grant to pay tuition at a qualifying institution not being ineligible to apply for payment from the Student Tuition Recovery Fund.

The Senate Committee on Rules is chaired by Senator Darrell Steinberg (D). The sponsor is not a member of the committee of referral. Committees are not required to consider every measure referred to them. Per Joint Rule 61 (b)(6), the committee has by May 9 to act on this measure.

The sponsor is a member of the majority party and has yet to garner the cosponsorship of any other member of the chamber. The Democratic Party controls both chambers of the Legislature as well as the Office of Governor.
